Bilingual Payroll Manager
Location: Remote (Toronto Based Prefered) | Salary Range: $85K–$100K+ (flexible based on experience) | Remote, occasional travel to Toronto HQ | Full-time Permanent
Role Overview
Bilingual Staffing Solutions has partnered with a fast-growing, multi-site retirement living organization operating communities across Ontario and Quebec to find their next Payroll Manager. Reporting to the Payroll and HR Manager, this is a hands-on, build-it-yourself role for a bilingual payroll professional ready to take full ownership of payroll compliance, balancing, and benefits reconciliation across two provinces. There's no team in place yet — you'll start as the senior technical authority on payroll, with a clear mandate to build and eventually lead a team as the department scales alongside the company's continued growth.
Core Responsibilities
Payroll Operations & Compliance
Own the accuracy and integrity of legislative remittances, regulatory change monitoring, and payroll balancing across all pay groups
Serve as the senior escalation point for complex payroll issues
Monitor CRA and Revenu Québec updates and communicate legislative impacts across the organization
Own configuration of payroll earning and deduction codes
Vendor & Remittance Management
Manage operational relationships with benefits and pension carriers, ensuring changes and instructions are implemented accurately and on time
Oversee all regulatory and statutory remittances, including WSIB, EHT, CNESST, QPP, and union dues
Year End
Own and lead the full year-end process: planning, task coordination, T4 and RL-1 production, and benefits/pension reconciliation
Provide progress updates and validation checkpoints throughout the year-end cycle
Team Building & Leadership
Start as the department's sole payroll leader, with a mandate to build and grow a team as the organization's headcount expands
Coach and develop future team members to build capability and confidence as the function scales
Reporting & Process Improvement
Produce and maintain departmental KPIs, including payrolls processed, error rate, and on-time remittance rates
Contribute to process improvement initiatives and support total rewards data and analysis
Participate in collective bargaining agreement (CBA) interpretation as it relates to payroll application and wage administration
Required Experience
5+ years of full-cycle payroll experience, with year-end as a direct accountability
Expert knowledge of Ontario and Quebec payroll legislation, CRA requirements, and Quebec-specific requirements including Revenu Québec, RL-1, CNESST, and QPP
Experience in a multi-site, unionized payroll environment strongly preferred
Proficiency in enterprise HRIS platforms such as Dayforce or UKG Workforce is a strong asset; experience navigating legacy or manual payroll systems is also valuable given the operational realities of a multi-entity organization
Advanced Excel skills, including complex formulas, data analysis, and reconciliation workbooks
PCP or PLP designation (or National Payroll Institute credentials), completed or actively in progress
Fully bilingual French / English, including payroll and legislative terminology in both languages
